“Javier brings to the Steering Committee the perspective of the networks of microfinance institutions that have sprung up at national and regional levels around the world. He is a pioneer in using his position as chief network executive to introduce RFR’s member organizations in Ecuador to social performance management, poverty measurement, client protection and now pro-poor performance. RFR will be the first network to offer Truelift-sanctioned external validation of members’ self-assessment with the Truelift assessment tool. Javier has become a respected leader among networks in Latin America and worldwide in pushing for truly client-centered microfinance that is true to its social objectives.”
Javier Vaca has been the Executive Director of the Red Financiera Rural (RFR) of Ecuador since November 2000, with a diverse network membership of MFIs, cooperatives and financial service NGOs. Vaca has led RFR to become a major negotiator, and RFR is widely respected as a pioneer in promoting social performance management, including practitioner use of the PPI, compliance with client protection principles, and most recently, becoming the pilot network to provide third-party verification of Truelift self-assessments.
Vaca brings to Truelift’s Steering Committee the perspective of the national and regional networks of financial service providers, and is our ambassador to the other microfinance networks of the world, offering RFR as an example of how a network can productively embrace the Truelift principles and the assessment process.
